The town hall, the post office and the school are closed: the centre of Hesdigneul-les-Boulogne, a small village near Boulogne-sur-Mer, is still under water as the northern Pas-de-Calais region wakes up groggy after a night of heavy rain, following a historic rise in water levels that has already caused major damage.
