Paris Hilton advocates reform to 'troubled teen industry' at US Congress

Entrepreneur and socialite Paris Hilton joins US House representatives outside Congress as they propose legislation aimed at protecting children placed in congregate-care facilities -- fully supervised, 24-hour behavioral treatment centers aimed at reforming "troubled teens" through "tough love" -- an industry that many consider abusive and that often operates for-profit. Hilton was sent to four congregate-care facilities as a teenager, at which she says she endured physical and psychological abuse by staff. IMAGES
