Interim Ottawa Police Chief Steve Bell tells reporters that officers made 47 arrests Saturday in a final push to dislodge hundreds of protesters who have blocked the center of the Canadian capital for weeks. He also describes the moment a protester ignited a flare, saying that "officers used a chemical irritant also known as pepper spray to disperse unlawful demonstrators who were resisting police orders."
