President of the European Commission Ursula von der Leyen says Russia is losing "around 160 million euros a day" from oil price cap. SOUNDBITE
Speaking at a press conference alongside the EU's High Representative for Foreign Affairs, Josep Borrell, European Commission President, Ursula von der Leyen, reveals a new round of sanctions against Moscow over its latest "escalation" in Ukraine. The new sanctions include a cap on the price of Russian oil and a ban on exports from the country worth seven billion euros ($7 billion). The announcement comes as the Kremlin-installed leaders of Russian-held regions in Ukraine have been claiming victory in what Von der Leyen describes as "sham" referendums on joining the Russian Federation. Ukrainian President, Volodymyr Zelensky, visits the eastern frontline city of Bakhmut, now the epicentre of fighting as Russia's invasion stretches into its tenth month. Zelensky meets military officials and hands out awards to Ukrainian servicemen, who have been holding back a fierce and months-long Russian military campaign against the city. The brutal trench warfare and artillery battles around Bakhmut -- once known for its vineyards and cavernous salt mines -- have flattened large parts of the city and its surroundings. The European Commission urges EU countries to reduce their demand for natural gas by 15 percent over the coming winter months to overcome Russia's energy supply "blackmail". SOUNDBITE
