Ukrainian President Volodymyr Zelensky insists that a special tribunal must be created to hold Russia to account for its "aggression". "When there is a tradition of inevitable punishment of aggression, then there will be a tradition of guaranteed non-repetition of aggression," he tells diplomats and officials at the International Criminal Court in The Hague, which has issued an arrest warrant for Russia's Vladimir Putin over a war crime charge. EU chief Ursula von der Leyen says the EU will impose a gradual Russian oil ban, as Brussels unveils new sanctions to punish Russia for invading Ukraine.
