Hundreds of people gather to pay their respects and lay flowers at the grave of opposition leader Alexei Navalny on the final day of a presidential election that is guaranteed to cement Vladimir Putin's hardline rule. Before his death in an Arctic prison last month, Navalny urged Russians to protest on March 17. Ukrainian President Volodymyr Zelensky has never asked for Western troops to fight Russia's invasion, the White House says after French President Emmanuel Macron said he would not rule out the idea. "President Zelensky isn't asking for that, he's just asking for the tools and capabilities. British Foreign Secretary David Cameron urges members of the US Congress to approve a Ukraine aid package. "We should be standing up for freedom, standing up for the right of this country to defend itself and making sure that Putin doesn't win," he says while on a visit to Bulgaria. The Republican leader of the US House of Representatives blocked war aid for Ukraine on February 13, ignoring President Joe Biden's plea that passing the bill was vital for standing up to Russian President Vladimir Putin. The European Union's foreign policy chief Josep Borrell has announced that all of the bloc's foreign ministers were for the first time meeting beyond its borders, in the Ukrainian capital Kyiv. "We are convening a historic meeting of EU Foreign Ministers here in Ukraine, candidate country and future member of the EU.
