Belarus plans to move military equipment and forces in what it said was a counter-terrorism exercise, the latest in a flurry of military actions that have raised fears Russia may mount a new attack on Ukraine from the territory of its ally.

Ukrainian flags have been raised on official buildings and celebrations erupted in Kherson city as Russian troops retreat.
A forced pullout from Kherson, the only provincial capital Moscow captured after invading Ukraine in February, would mark one of Russia’s worst war setbacks.
Russian-appointed officials in the town are telling citizens to evacuate. The region was annexed by Russia back in September in supposed "elections".
