NATO chief Jens Stoltenberg says it is "not too late" for Ukraine to win the war, promising President Volodymyr Zelensky that more support is on the way to Kyiv as Russian forces advance. Russian President Vladimir Putin wants "to use winter as a weapon of war" in his Ukrainian operation, says NATO Secretary General Jens Stoltenberg in Bucharest, ahead of a meeting with the alliance's foreign ministers.
