US Secretary of State Antony Blinken says it was critical to strengthen Ukraine before any peace deal with Russian President Vladimir Putin, as calls grow for negotiations. "Precisely because we have no illusions about Putin's aspirations, we believe the prerequisite for meaningful diplomacy and real peace is a stronger Ukraine -- capable of deterring and defending against any future aggression," Blinken says in a speech in Helsinki. Members of the Ukrainian delegation are welcomed by Turkish representatives at the Dolmabahçe Palace in Istanbul for the new round of talks with Russia. The negotiators are meeting for their first face-to-face talks in weeks.
