Ethiopia says it has to 'liberate' opposition-held region, justifying emergency

Ethiopia has declared a state of emergency in the northern region of Tigray after Prime Minister Abiy Ahmed said he had ordered a military response to a deadly attack on a federal army camp by the local ruling party. The central government has to 'uphold the Constitution' and 'liberate' the people, a senior official in the ministry of foreign affairs says in a news conference. SOUNDBITE
