Russian President Vladimir Putin wants "to use winter as a weapon of war" in his Ukrainian operation, says NATO Secretary General Jens Stoltenberg in Bucharest, ahead of a meeting with the alliance's foreign ministers. During a briefing in Kyiv, Hans Kluge, the World Health Organization Europe regional director, warns of a "life-threatening" winter to come for millions of Ukrainians after a series of devastating Russian attacks on the country's energy infrastructures.
