The head of the European Council, Charles Michel, urges Russia to take "concrete" steps to ease tensions around Ukraine, as Moscow says it is pulling back more forces from the border. "Russia has signalled that it may be open to diplomacy and we urge Russia to take concrete and tangible steps towards de-escalation because this is the condition for sincere political dialogue," Michel tells lawmakers. British Foreign Secretary David Cameron urges members of the US Congress to approve a Ukraine aid package. "We should be standing up for freedom, standing up for the right of this country to defend itself and making sure that Putin doesn't win," he says while on a visit to Bulgaria. The Republican leader of the US House of Representatives blocked war aid for Ukraine on February 13, ignoring President Joe Biden's plea that passing the bill was vital for standing up to Russian President Vladimir Putin.
